History
Seiji comes from a village in the vast mountain ranges to the north whose major product was minerals and mining. He was recognized by his peers and elders in his village as being a genius when it came to smithing, and he was working on his own masterworks by the age of eight.

His dedication and focus to his art was noticed by a traveler from the larger cities who informed him of a tournament with many fighters coming from all reaches of the globe. Packing quickly, he traveled to the city where the tournament was being held with the hopes of meeting/seeing the quality of weapons that the world outside had used.

Personality
Seiji is brilliant and very amiable to everyone he meets. His village, and his family specifically wanted to make sure that their genius knew humility, lest he get himself into trouble. He is always respectful to everyone he meets, regardless of their social rank, and sometimes can get himself into trouble because he will sometimes try to help out, even where it might not be warranted.

When fighting, Seiji will go to subdue the opponent almost always, if something causes him to lose his temper, it is unclear what would happen.

A bigger flaw of Seiji's is the fact that he is completely clueless on how to deal with women. If he is doing some sort of work with them, he is fine, but when he has nothing to build, or repair... he is in trouble.

Abilities of Note
Seiji is incredibly strong from his working in a smithy for most of his early years. He has a patient endurance enabling him to outlast people on most tasks by just working at a rhythm.

He is also, even though viewed as a country hick, incredibly smart, understanding complex devices and new ways of building things rather quickly, he takes that analytic wit with him whenever he enters a fight. He will try to discern the weak point in his opponent or his opponent's weapon to end the fight quickly.

He also carries a tuning fork on him, so he can hear a weapon's 'sound', it's something that enables him to determine if there is something wrong with a weapon.

On a complete side note, he is an accomplished cook, his mother ran one of the larger Inns in the village he hails from.
